Speaking at the Mortgage Business Expo Leeds, Hill said that pledges to build 300,000 homes are all well and good but the market has a number of other infrastructural problems including a lack of bricklayers and plasterers.

He said: “What I’m looking for is bold policies to get things moving.

“Something needs to happen about the old ladies that we have in big houses.

“How do you create something that people want to move to?”

Potential downsizers living in large family homes want to move into a smaller version of what they already have, he added, but they require good quality homes with sufficient storage space.

He added: “Are they really going to want to move into a tiny studio flat in London?”
